Broken shaft protector

My brother just purchased a 97 speedster. Took it out yesterday and suck a tow rope up around the shaft protector. Which I. Turn broke. After removing g the rope he went back out, and the rpms on the motor would jump.i as reading and it sounds like you don't really need the protector. But what could be causing the rpms to jump? Any help would be appreciated
 
Find a way to cut,etc. the broken protector off of the shaft and see if it is OK then. The loose protector is probably causing cavitation.
