Bow eye replacement '95 Speedster

The bow eye on my Speedster is loose and I need to tighten/ replace it. I cannot find any access to the fastening/ threaded side of the U-bolt. Any tips or ideas? Much appreciated.

I guess I am having a difficult time trying to picture what this is.

my boat has two cleats on the bow that screw in from the top.

It's the U-bolt that the trailer's winch strap hooks onto so the boat can be pulled up onto the trailer.
