Bogs when in water

Last year a friend turned over 97 XP. It will now start and run when out of water but soon as I put it in the water it bogs and will not run over 10mph. I have read the threads and replaced fuel lines, checked fuel shutoff valve and even switched out the jet drive with the other XP I have. I am concerned that I tried to start it too many times when water had seized the engine, but want to rule out the simple before replacing major parts (or engine). I assume the next step would be rebuild carbs. Any other suggestions. Would flushing help? How would I know if internal parts were damaged while trying to start when water had seized the engine. Why does it run fine on trailer but bogs as soon as in water, even when backed in lake while still on trailer. Thanks

Saw another thread today that talked about the reeds being broken, will check that also. This sound like a viable answer to the problem?
