Boat won’t go over 4mph or 3000 rpm

I recently changed the battery on my boat because it would start. I put a reconditioned battery in it and it started up. Took it to the water and got away from no wake zone pushed the throttle but it would go over 4 mph and it was average 2000-3000 rpm. I got it to the dock and turned it off. I crank it twice and then on the 3rd crank it failed. Looking for theories.
