Black Sludge in engine compartment

So my woes continue on my 99 Speedster.

Not to mention by battle with the 3500 rpm max and going to clean carbs and change out the fuel lines - I finally had a chance to address the suspect of fuel inside the engine compartment. It was suggested it was just water and thankfully it is - but upon further investigation, I found all this black sludge under the engine. Yes, it is the same engine that I have the issues with the 3500 rpm max.

I am almost certain it is not oil from the tank as this stuff was like black motor oil - only thicker. WTH is going on with this engine?

Not sure if you can discern what or where its from based on these pictures- but the only thing that is absolutely not driving me nuts is that it is damn near time to winterize.

clean it out and then you'll be able to see where (and if) it is coming from something. Bilges tend to get junk and crap in them over the years.

Yep, five gallons of the hottest water you can get your hands on plus a healthy half cup of TSP powder plus a capful of whatever laundry detergent you can steal from the wife.

Put your bilge plugs in, pour that concoction into the bilge and go for a ten minute drive with the boat in tow. You won't recognize that bilge when you drain that mess out of there preferably no where near a lake, storm drain or anywhere it might make it back into mother nature's playground.
