Bad starter???

Hello,
I have 96 GSX 40 hrs which was working fine, I did the wear ring and impeller, rebuilt carbs and now the motor wont turn. The battery is new and charged and tested by my local marina. All the starter does is clicked real loud but never turns. If i leave it cranking i can kind of hear compression whistleing slightly so i dont think its locked up now. I also tried to crank with no plugs and same thing. I'm thinking the starter all of the sudden.......

What are some symptoms of a bad starter?

Try and turn the engine over by hand. Remove the gray plastic cover at the rear of the engine and turn the rear pto fly wheel by hand and see if the engine will turn.

yeah I just pulled and removed the plugs and turned it by hand but it only seems to go a half of engine rotation and then it gets stuck. Pulled the carbs and tried to see if something fell in there but i cant tell. used a magnet but they dont work on SS. i think. :ack:
