Bad MPEM??

I have aquired a 1992 587 GTS w/ new sbt that the previous owner couldn't get running. I tracked it down to the coil being grounded out by the red/black wire coming out of the MPEM. If I unplug the red wire, it will start and run. I assume this is the rev limiter, and it is bad. Am I correct??

The rev limiter is part of the MPEM. If it is bad it needs to be replaced.
