96 GTS not charging (12 vdc at 5000rpm on battery, fuses are intact, connections appear excellent). I was told to get the manual, which I did. It mentions using a special cable/harness to test regulator then magneto. Nobody in this forum mentions using this harness to solve similar issues. I don't want to buy this cable if I don't have to.

Where do most people go from here to fix the charging system? Can the test be done with the harness? Do you just replace the rectifier and hope for the best?

Replace the reg/rect. Stators are pretty good normally

You can just probe the pins in the stator connector with your ohm meter but the harness makes it way easier.

We don't really mention the diagnostic adapter because very few, if any, owners will even have one.
