99 sea doo 951 xpl 5 amp fuse blowing

Hi all I have a 99 sea doo xpl, my problem is that the 5 amp mpem fuse keeps blowing when I plug the key or hit the start button. I noticed when I unplug the number 2 harness it doesn't blow. The battery has never been jumped / charged in the ski which I know can cause this problem I also unplugged the vts and still no luck. Any help on this would be great, thank you.

Check the electrical diagram to see what that fuse protects,,,I am sure the boys will chime in.
