99 GTI 717 cc water in cylinder

Professionally rebuilt engine a year ago, 1.5 hrs since rebuild. This year while running on a garden hose all is ok. Shut off engine, but left the garden hose on for about 10-15 minutes. When I went to restart, the engine locked up-water in the cylinders. Removed water, engine started fine. Removed head-all looks ok. Could it be that the water pressure is too high in garden hose?
 
You should only run the hose when the engine is running.

He should only allow the hose to flow water to the engine once it's already started and running, and the water must be shut off and the engine allowed to run another 10 seconds or more to purge itself once the hose is shut off.

Quite a few people miss that unique oddity of these motors that's spelled out in the owners/user's guide and shop manuals. They will flood the cylinders if a pressurized water source is turned on while not running, and also if the engine is shut off prior to turning the water off.

This is not an issue in the water from the jet pump supply as it stops providing water pressure and volume immediately when the motor is shut down. A hose delivers enough volume of water to fill the muffler high enough to backflow it into the cylinders exhaust manifold in just seconds if there isn't pressure from the exhaust manifold forcing it out.

Easy does it, 1/3 to 1/2 open on the spigot is plenty of water pressure and volume to flush with and cool the motor especially on municipal utility connections as they can provide much high pressure than what a typical water well would.
