99 GSX limited seems bogged down

I have a 99 gsx limited I just picked up from a friend for free runs pretty good for how old it is has a rebuilt motor on it, but seems to be possibly running rich with fuel? Me and my wife both hopped on it and it wouldn’t go over 15 mph. We aren’t huge people haha. Any suggestions on getting some more power out of it? Or is it just to old to get any ore out of it?
 
It revs up and accelerates but it does so slowly and bogs down a bit before it gets to speed then it runs fine with out it bogging
like from idle, when you go WOT does the engine rev up all the way and you slowly accelerate, or does it just rev up and accelerate slowly?
 
X2 does it rev fine, like it goes to Mac rpm’s quickly but the Seadoo didn’t move very fast? Like a slipping transmission or is it that the engine doesn’t rev quickly the way it should. Everyone is trying to figure out if it’s a rpm issue or an impeller/wear ring issue
 
Rebuild your carbs also…whole fuel system

I dont know if you solved this but on those skis they have a pump on the side of tbe carb that pushes fuel into the carb when you hit the gas.there is a brass tube that protrudes into the carb that has a tiny hole in it and they clog very easily. It can be a pain to clear them out. The 99 had the grey lines in it and it could have some residual goo still in there.
