99 Challenger 1800 throttle response

After years of having jet skis, I decided to purchase a jet boat. Went this weekend and picked up a 99 twin engine challenger 1800. Haven't had a chance to put it in the water yet, but looking forward to it.

When I got the boat home and started doing regular maintenance check, I noticed that when I start the engines on the trailer the engines won't rev up like when I would jack the throttle on my jet skis. Is this normal??
Everything else seems good, compression, wear rings,etc.
 
If it's still in neutral, the engines will only go to 3500 rpm. BUT... it's not good to rev them out of the water. It's hard on the carbon seal, and they could "Run away". If that happens... pull the choke to get them to stop.

That is what I thought. I just wanted to make sure. I am going to down load a manual today

Picked it up for $5800. New engines, wear rings, 2005 trailer etc. Interior in fair shape. (Winter project) I'm imagining my grand kids flying around behind the boat on tubes and my Wife yelling at me "slow down your going to kill 'em."
