If it's bogging it sounds like a pop off issue.
Are the carbs synced.
There is also an issue with the accelerator pump on the 1999 Challengers. look inside the carbs, when you open the butterflies. All the fuel from the accelerator pump in pumped into the Mag Cylinder. The tee set up is restricting the flow to the PTO Cylinder. I switched the tee to a y connector with the same length of fuel line after the Y. I now get the same amount of fuel in both cylinders when I get on the throttle.
