98 XPL trouble reaching full throttle

Hey guys it’s been a while, I recently picked up a 98 XPL, it was a steal. Replaced the carbs with brand new mikuni’s. New plugs, and battery. Ski started right up, 140 psi mag, 135 psi pto. Awesome!!! I’ve been adjusting the carbs, I’m new to this carb thing, only had di’s. Low jets at 85 high at 167.5 and pop off at 23 psi.
Heres the problem, ski ran great with minor adjustments needed, then all of the sudden the ski was only getting upto about 5800 rpm. If I held the throttle down for a bit, slowly the ski would creep upto normal operating rpm, around 7000. Then sometimes right from start it would shoot out right to 7000. I’m trying to figure out what this could be, rave valves or water valve but nothing seems to help. Maybe someone can help out here….. thanks guys
 
I am, it takes about 15 minutes to get out to the bay where one can achieve full throttle. All the hoses are connected with hose clamps not zip ties to ensure that no air could be leaking in.
 
There is a check valve in the line from the crank case to the rave solenoid. Make sure it is functional it it sticks it can not build pressure to open up the raves

Was thinking the samething, I adjusted the rave valves earlier on the water to see if that would help, not much. Unscrewed the red cap just under flush. I’ll check the solenoid tomorrow. Thanks
