98 XP Won't Start Anymore

OK ... hard lesson learned. I let someone borrow my 98 XP and they ran over a tow rope. I think I got all of the rope out of the prop, but now it won't start. They turned it over on the shore and flooded the engine. It won't start now.

I pulled the plugs and flushed the water out of the cylinders and replaced with new plugs.

Any help? We don't have a local sea doo dealer so I'd like to work on it myself and save the two hour drive.
 
It does try to start, just won't. So you think it might not be getting enough juice. I've read some things about the solenoid going bad.

Do you think this is unrelated to the rope in the prop and more so related to water getting where it shouldn't be? I asked the guy which way he turned the ski over and he turned it over to the wrong side. I read in the owner's manual that this can cause major damage to the tuned pipe and engine.

Am I screwed?
