98 XP limited won’t rev past 3500pm/10mph

I have a 98’ xp limited. The jet ski won’t rev past 3500 rpm and do more then 10mph, even when at full throttle. Then all the sudden it will jump and run normal for like 2 seconds then die back down to 3500 rpm. Also it won’t stay idling. It will just die out. Do I need a carb rebuild? I’m at a lose and just looking for ideas to try. (Also, I did rebuild the rave valves on the cylinder, but looks like there’s one on the rear muffler. I didn’t rebuild that but it still looks good)
 
Okay, first, does it have gray fuel lines?
Remove the fuel bowl water separator and see if it is full, if not, the fuel selector is plugged
Next, run the out" line directly fron the fuel pickup to the carb,,,this will bypass a partially plugged fuel selector,,,if that solves your problem, great, replace the selector...if not,,,pull the carbs and clean all the orifices and micro filters.
I doubt your issues are electrical or mechanical.
 
So I pulled the fuel filter and here’s what it looked like. I ordered a new filter and gasket. Hopefully it’s just that easy. There were no rips or tears in the filter it self. I would drain and clean the gas tank.

For sure pull the carbs and check the little internal filters. I would bet they are plugged with the way that strainer looks.
 
Nah, rubber nitrile gloves. Haha wasn’t planning on working working on it just a quick peak at the filter.
 
If you haven't done the carbs correctly that would be my first guess.
I never did the carbs. I’ve had the ski for 3 years and haven’t touched them. I’m gonna look up an instructional and try to clean them out or rebuild it. Just gotta find time.
