98 sporster 1800 storage drain question

So every storage compartment on this boat seems to have a drain hole, but they are all Sealed Off with epoxy, don't know why, And the ice chest in the front has 2 black round buttons at the bottom, but they are not draining, I can turn them slightly, but they don't seem to lift out or unscrew, am I missing something?

Open those holes back up so that water can drain into the bilge properly. Right after I got my boat all the drain hole were plugged and water was getting trapped everywhere, especially when I washed the it.
 
I had read that many of the storage areas get wet from the bilge area, thus many plugs the holes.

IMO, if you have that much water in the bilge you really need to fix that issue LONG before being nervous about getting your items wet....
 
ok, so can simply drill the holes out?
And what are the black buttons at the bottom of the ice chest and some of the storage compartments?



I had read that many of the storage areas get wet from the bilge area, thus many plugs the holes.

IMO, if you have that much water in the bilge you really need to fix that issue LONG before being nervous about getting your items wet....
 
I think those black button plugs are just that, plugs where a bolt is underneath..

get a manual for your boat and you`ll see all these small important things...
 
I have the entire manual, and I don't see any mention of those buttons, or any of the drains in the storage compartments. The manual only talks about the main drain on the floor behind the driver, and the ones under the rear seats.
