98 speedster starboard motor bogging in mid range

Got my speedster running fairly well after doing some routine maintenance the previous owner didnt do. My problem now is the starboard motor boggs really bad from about 1500 to 3000 rpms and its kind of hard to push thru it sometimes. Is there something I can adjust to fix that? The spark plugs compared to the port engine are a little more black. Im sure that could have something to do with it. Is it running rich and is there any advice you guys can give me for making some sort of adjustment? Thanks in advance
 
I would start with som fresh spark plugs, since they are black.

BUT...

A "Bog" in a 2-stroke, isn't generally from being rich. It's generally from being lean. If it was rich, it would be sputtering, popping, coughing, as it was trying to clear out. A bog, or flat feeing is lack of fuel. And knowing it's in the mid range... I'd say that's a sign of plugged up bypass ports.

A simple test is to pull the choke for a second or two when it bogs. If it comes back to life... it's lean. If it dies... it's rich.


But personally... I would just pull the carbs, and give them a good cleaning. (and change the fuel filters in the system)
