98 GTS Water in motor

I have a 98 GTS that I bought last year. It ran fine until it was rolled in the water. Tried to start it back up on the water with no luck. pulled the plugs and turned it over, with water and oil mixture coming out of the spark plug holes. So I started tearing in to the motor a bit further, and found that the top of the pistons where covered as well as the exhaust manifold and Pipe Assembly. The intake side had a bit of water as well. I cleaned all the parts and turned the motor by hand to see if any more of the mixture would turn up. then reassembled. Tried to start again with no luck. pulled the plugs and again they where covered in the same mixture (just not as thick and smells like fuel now). Cleaned and dried the plugs and let sit over night.
The motor has spark Fuel and has good compression.

My question is where is this mixture coming from now? The bottom end?
What will I need to do next to make it run again?
 
leave plugs out and crank motor till it all is out, install plugs, but dont tighten, star and run for a few min... then replace plugs and ride it for a while to dry up any residual water in crankcase...
