98 GTI Flywheel - Starter Motor

When installing the flywheel back onto the crank shaft are the flywheel teeth supposed to touch the teeth on the starter?..or is it a cyntrifical motion that pushes the starter teeth forward to grab the flywheel teeth?

The teeth do not touch the flywheel, untill the starter is energized to engage.
