98 GSX RFI need help

Ok I'm stumped, I'm also new here and hoping for some help. Heres what I've got so far

1. Rough and wants to bog out on warm up
2. 3000-4500 rpm surging
3. WOT goes like hell, getting just under 7000 rpm
4. Choppy throttle response just seems to want to be wide open

I've looked for leaks in the lines going to the rave valves. I've looked for air leaks everywhere. Hoses all look really good

Removed all the old gas, topped off with fresh, checked plugs

Cant seem to get anywhere on this. Any suggestions on what to look at next?

I replace the fuel filters and send the injectors off for cleaning on RFIs as general beginning maintenance. What do the plugs look like?
