97 xp starter issue

Just dewinterized the ski and now i have a starter issue worked great when i put it up last year now whenever i start it i hust get the starter throwing out every once in a while it will turn over if i take the plugs out it turns over great if i put one plug in its ok both the clicking starts again tried to different batteries both same result is this just a case of a bad starter or do these skis got other issues thnaks
