97 xp runs great out of water, boggs in water

So, i was ridding my xp the other day cruising along the shore line, then all of a sudden it bogged down like a sucked some sea weed up the pump. Got off to check and nothing there. Got it back to the beach, pulled the plugs and though one was fouled so i changed them both but still the same thing. Every once in a while it would take off for a few seconds or would also rev up but not get to its full speed. any ideas? I was kinda leaning towards water in the carb but not sure.

do you have the grey fuel lines? if so replace with black marine lines before messing with the carbs
