97 xp engin will not turn over just click

i have a 97 xp i put a new batterry in it took it to the lake with my family, my sister took it out and rolled it she must of spent 30 mins trying to get it back up and start it again had to tow it back to shore were i pulled out the spark plugs to get water out of the engin when i thought it was ok i put new plugs back in and tryed to start it but it would not start gave up trying after 20 mins charged the batterry that night put it in the next day still same problem when the spark plugs are out it seems ok when i put them back in the engin will not turn over the spark plugs are gapped to .20 it just makes like a clicking sound like it wants to turn over im thinking batterry or starter can anyone help
 
Water.....

When you ingest water, you need to remove the plugs and blow out as much as you can, then you'll have to put the plugs back in and roll it over some more. The reason is because water is collecting in the bottom of the casing. When you pull the plugs, a lot of that water is pushed out, but the remainder needs to be sucked into the cylinder and pushed out the exhaust port.

It takes a while, but keep doing it and you'll get it. You can spary some WD-40 into the spark plug holes to help displace the water. It's also combustable so, when you get enough out and the cylinders can support ignition, then the WD will help to fire it. It'll go through a period of trying to run, then, it'll run on it's own after heating up and drying out.
