97 sportster wont rev

Hi. I have a 97 sportster. Getting it ready for the season.
Its on the trailer and idles great but it wont rev. I push the throttle forward and it just idles.
The butterflys open on the carbs just fine.
I looked for a fuel filter but cant find one?
Any help would be appreciated.
Also the motor was rebuilt and only has 1 season of light use on it, only ran 1.5 tanks of gas through it.

Update:
When i do push the throttle forward it sputters.
I took the air cleaner housing off. At idle i can see a drip drip of gas coming out of the main jets, but when i open the throttle the drip rate does not increase
 
Try putting it in forward then seen if the rpms will increase. When is the last time the carbs were rebuilt?
 
I will check today about putting it in gear.
Ive owned the boat for 2 years and havent had carbs rebuilt.
It doesnt sound like the video because it wont increase in RPM at all.

Not to be obnoxious, and it sounds like this fixed the OPs issue, but does the 97 sportster differ from a 2002 Sportster LE in terms of functionality with the reverse gate? I can rev up and down no matter what the reverse gate selector position is. I cannot of course change the selector position unless my throttle is pulled back.
 
They're all the same unless your boat has needed the mpem replaced by one out of a ski that doesn't have the neutral safety switch any more. Easy way to tell is put the boat in forward and try to start it if it only starts on neutral it should only rev to 3500 rpms in neutral
 
oh i got it. So out of the water his boat was already at 3000~ rpms so it was at the limit for neutral. Blipping the throttlw wouldnt do much.
