97 Speedster Starboard Engine low idle/stalling

My Starboard Engine idles at about 750 rpm the port at 1000 rpm. The starboard engine stalls when given gas and can be hard to restart. At speed the starboard throttle is an inch or more forward of the port engine to get the same rpm. I suspect that the throttle cable needs adjustment or replacement. Perhaps the carb also needs some tuning. The cables are original and might just need to be replaced.

Are there any good videos or how to's on adjusting the throttle cables and/or giving guidance on when they need to be replaced?
