97 Speedster - Rear Nav Light Mount Plug?

On my 97 Speedster the rear nav light mount doesn't have a rubber plug then the light staff isn't in place. Should it?

Yes it should have a cap. It's probably a standard Perko base that you can get any where online. I don't know the exact specifics you the one on your boat but this should get you going.
