97 speedster 717 carb issue?

Evening everyone...
Hopefully someone could shed some light on my issue...

The problem:
Motor starts on choke runs for about 3-4 seconds at about 2800 and dies, never stays running.
If I push the throttle I can keep it running, and runs pretty good at 7500 rpms, under 4k dies...

What I've done:
carb rebuild, cleaned all the jets, cleaned all the ports, put everything back together, same issue

Swapped carbs, other motor now runs great and the problem followed the carb

Cleaned the carb again, actually compared the 2 carbs, screwed and unscrewed both carb settings (high/low jet?) and they are both identical, same issue.

Apparently it's a carb issue. I've taken it apart and cleaned and verified everything twice, still no luck.

Any initial thoughts? Has to be a carb issue, just dont know what it is. I can get a new one for $200 ish. I figure if I took it to a shop they would charge me more then that...

Wow, that's a ton of detail. I definitely didn't do all that, looks like I need to purchase some more tools.
