97' Seadoo Challenger 1800 RPM issue

I have been searching the forum for a similar issue, but have not found the question answered yet. Hopefully you all can help me out!

97' Seadoo Challenger 1800 Twin rotax 110- one of the engines will NOT reach max RPM's in the water. Out of the water, hooked up to the hose I have no issues hitting 7,000+ with both motors. It just seems weird that it happens when I get in the water. Any thought on what could be causing this? Just for clarification - the RPM's are not jumping, they are steady at about 4500-4700.new impellers and wear rings as well.

Any help will be appreciated!

Do a compression test. And, unplug the rectifier and see if the issue goes away.

Compression tested at 150+ on both cyclinders. Just making sure the recitifer is located in the gray box -top right. Red wire?
 
Does this twin rotax motor have two rectifers? In the gray box I see two? One for each motor I assume? If so, should I disable them both?
 
Well I was able to get her out and verify if the rectifers were causing the rpm issue, they were not. No change if I unplugged them. I did however have a leak on the motor I'm having issues with. One of the frost plugs is leaking water. Could this cause a rpm issue? Thanks for your help!
