97 Gtx Rev's Up But Wont Move

I have a 97 gtx, bought used. Have had it in water for a couple days now. runs ok at lower rpms-surges at higher rpms. I believe that may be a fuel issue. But now is the bigger problem. Yesterday it acted like it was slipping in out of gear. ( even though no gears). It would not get on plane with two people and sometimes with only one person. It would rev up but not get on plane. I pulled the impeller and shaft, they look good, splines not chewed up....lost as to what may be my problem now.......
 
Wearing ring....

Did you check the wearing ring? The clearance between this ring and the impeller is super small. With a feeler gage, check the measurement between the center part of your impeller blade (round edge closest to the wearing ring) and make sure the measurement doesn't exceed .040". This is the maximum allowable.

Seems like your wearing ring is shot. But you said you pulled everything and it looked good.

Well, the wearing ring can split and loose it's outer casing, leaving only the hard plastic (teflon) material the rubber is wrapped around.

Check this area again because this seems to be where your problem lies.
 
Not sure what a good ring is to look like... Cant fine a gauge anywhere, must have lost it...My ring is scratched pretty good there is no rubber on it and the gap looks to be big.
