97 GTS 581 locked up

Been surfing the site, nice. I acquired this unit as is. Told it ran when parked in Sep. 08. Well I pull the plugs put in some MM oil and let it set. Put the power to it and click. Oh well grabbed the flywheel and it moves only about >1/4". The pistons are both moving up and down with the little turn. The advice I need is to figure out if the engine or the shaft is locked. What would be the best way to do this. Of course the PO knows nothing about this. The way I look at it is I got a trailer to haul the golf cart on (ha ha). Thank you in advance.
 
Could be time to rebuild the starter motor. The brushes on the motor where out and has very little torque/power. Happened on mine. Can you turn the motor over by hand easily? Take the plugs out and try turning it over by hand.
 
Won't turn by hand

I pulled the plugs and sprayed some deep creep in it. Can not turn it over by hand. It will move about 1/4 inch by the fly wheel. I have it soaking in M.Mystery oil. I do hear a noise by the starter. I thought it might be bad, but it should turn by the PTO shaft. I get a hard click from the starter. I will remove and check. Thanx...
 
I had a starter motor go on me and I bought an aftermarket motor and the gears wouldn't mesh right on the flywheel and would get stuck. So I had to take the motor off a number of times to free it up. I eventually got the OEM motor rebuilt and it has worked ever since. When you get the motor out connect it to a battery and see how well it pops and spins. It might be seizing up when it pops freezing up the flywheel.
 
Start with checking for rocks in the jet pump. Or better yet, remove the pump to make sure it isn't locked up. Then pull the head off & see if there is any damage. You most likely have to rebuild the engine. If you just free it up with penetrating fluid, and the bearings are rusted, you will only prolong the inevitable crankshaft failure. In fact,the engine being locked up right now, you may have already have a bearing failure.
