97 GTI will not go over 30

97 GTI will not not rev up over
I changed the fuel lines and spark plugs. This made it run clearer but still not full speed. Don't know what to do next. It was running great two weeks ago. Please.

I had a very similar problem with my 97 gti last year. It was the spark plug wires. Try and reterminate both ends, if they are too short, replace them.
