97 GTI shuddering caused clamp break help

On take off the ski would start to come up then right before really taking off just rev really high for 10 seconds or so then go fine. It was like if a muscle car hit the gas and spun tires before leaving the line. This was after carb cleaning so I cleaned the carb again then checked wear ring and impeller all was fine. After making sure carb was tuned correctly on the water I rode around for a while and it was still doing it. I decided to hold the gas in a spot to make it do the “shuddering” and heard a loud pop after a minute. The metal clamp holding the boot on the carbon seal (engine side) popped off and water starting coming into the hull. What’s going on and how do I fix it?
 
Take a measurement between the impeller and the wear ring. If it is over .030" replace the wear ring. I recently replaced a wear ring and still had cavitation issues. Ended up that the impeller outside diameter was worn excessively.
