97 gti runs with gas dumped in carb

Just bought this ski and changed out the lines,but the problem persisted before the line change,when i for pour 2 stoke in the carb it will run until fuel burns up,but when i pull the fuel and return lines off the is fuel in both and the fuel filter is full,looking for help
 
First step is a compression test to ensure the ski is worth putting $ into. If you have good compression, then you'll definitely need to rebuild the carb using a genuine mikuni kit. Also, did you thoroughly clean or replace the fuel selector valve?

Pulse Line connected?

Bypass the selector for now, this will answer if it is the issue. It likely does need replaced, but I'd still bypass it for now to test the system.

You can pressure test the lines and see if they hold pressure. If not, you are sucking air. Or, do a vacuum test on them, probably easier to do that.
 
Take the fuel line lose from the carburetor and see if you can pull fuel from the tank using a pump. There should be no or VERY LITTLE air in the fuel as you pump it out, a clear piece of vinyl tubing from Home Depot gives you visibility and it can handle the fuel.
