97 GSX no thrust at take off

I bought two 97 GSX. One will rev up and not take off out of the hole. It will eventually get on plane and run to 59 MPH. The wear ring has a lot of streaks of wear. The clearance is .030. Should I replace the wear ring or look for another solution. Thanks, Gstewa

0.030" I do belive this is right. But you should wait for one of the pros to tell you.
