97 Challenger Stuck at lower RPM

Hey guys,

Struggling to fix an issue with a 97 Challenger with a single 787. It feels like my engine does not have enough power to push the boat. Starts and idles perfectly. Usually topping out around 5k RPM. Things I have tried or corrected:

- Rebuilt carbs with genuine Mikuni parts, pop off on the low end but within spec. (Dies when pulling choke at wot)
- Replaced jet pump and wear ring.
- Cleaned rave valves (already slotted) - Also tried running without caps and couldnt get the boat to 4k RPM
- Replaced Water regulator
- Replaced Stator and rectifier with OEM (Had an issue with charging)
- New Carbon seal and bellow
- Compression 150 in both cylinders

Boat does have a Skat Trak Swirl 17/22. Is that too much for this boat? Manual does say 17/22 but not Swirl.

Any advice would be greatly appreciated.
