97 challenger leaking water around shaft seal please help

there is a boot that goes from the boat hull to the drive shaft is this suppose to be a water tight seal it does not leak if it is not touched if i move it a little the water doea come in . I think the moter mounts flexed & that is what caues my leak does anyone have any input on this please help
 
You can try to tighten the hose clamps on the boot to see if that helps a little.

But most likely the carbon ring is worn or damaged and needs to be replaced.

It is okay for it to allow a little bit of water in if you pull hard on it in the water. And it will have some slack in it out of the water. But if a lot of water keeps entering the hull at rest in the water or running, then the carbon ring and the bushing it presses against it probably up for replacement.
