97 Challenger 1800 rpm problem

My engine will first start out at full rpms then after 20 seconds will go down to 3000 rpms and won't go any higher. Cleaned rave valves, new plugs, new gas filter. Inspected valve at water tank. Need help. Starts easy and idles fine.
 
Possibly. I had a broken rave valve and used a WiFi endoscope to look for damage. The piece probably flew out the exhaust. I would definitely check.
 
The rave vavle was all intact. Just came unscrewed or stripped from cap. The water valve at the tank was daged as I said but I replaced . Engine doesn't seem to be overheating.
 
The RAVE caps actually melt the plastic when the o-rings get old and hard on the shaft. I suggest replacing them but this will not cause it to stick at 3,000 rpm.

I would check the compression before doing anything else.
