97 challenger 1800 bogs and stalls 1/4 to 1/2 throttle

I have a 97 challenger 1800 which has been nothing but problems. I has the dealer rebuild and tune the carbs last year. Ended up replacing starboard motor this winter. The problem I am having is that it has a bog at 1/4- 1/2 throttle and does not have the same response as the port motor. Also had an issue twice of the starboard motor Staying at high rpm even when the throttle is all the way closed. Only way of having it stop is shutting down the engine.
 
Well....... the dealer didn't do a good job on the carb rebuild. It sounds like the pop-off pressure it too high, and/or the transition ports are plugged.

As far as the engine runaway... that coudl be a stuck cable, or an air leak.
 
It sounds like the carbs. I am pretty sure your carbs have the accelator pumps on them. Those could be bad also, those are not in the kits to replace. Your boat will fall totaly flat if they are not working and you punch it. If you pop the hood and move the levers you should hear them shoot fuel in the carb. I can hear them on mine. If you change the lines to yellow or clear you can see the fuel in them also.

Doc sounds right on the high RPM stuck cable or air leak. Hope for the cable easier to fix and troubleshoot. If the eninge was a rebuilt from a company the only place an air leak should be is where had to added your parts back on like the intake, exhaust, carbs and so on. Since the builder is suppose to leak test them.
