96 XP Carb adjustment

I'm guessing I need to adjust my low speed jet out?
Ski at start up idles fine but with half to full throttle its only reeving to about 4K and feels sluggish.
But if I feather the choke out about 1/4 and give it around half throttle it starts working correctly then I can release the choke it runs fine.
so is this a lean condition at lower rpm?
WOT doesn't clear it out.
any thoughts?

It could be running lean but it can also mean your having a fuel delivery issue or air leak.

Have the carbs been rebuilt?

carb have been rebuilt but one screw was missing from the thick aluminum cover on one carb it was broken off.
strange part is when I choke it to get it to run correct takes a few tries, idle for a few minutes they try again.
then once it works it runs fine until I idle for more than a minutes but then all I have to do it pull the coke a bit and it runs fine.
