96 xp bogging out need help with screw adjustments

I think the carb might just be out of adjustment and i know the low speed is 1 1/2 turns and the high speed is 0 i just don't know which one is which i could use some help

If you have stock carbs the low speed will have a t handle on it. The high speed will a black plastic cap over it.

Here is a reference photo to locate the screws. (click to enlarge) The Lows are pretty hard to get to with the choke and throttle linkages in the way.
