'96 sportster rev limiter?

Hey guys, just picked up a rough condition '96 speedster for 600 bucks. The guy said he had it running last year. I cleaned the carbs and put fresh gas in it. The starboard side motor starts right up and idles great, but only up until 3k rpms then it acts like it's hitting a rev limiter? It's a two stroke so I didn't think they had one but I am not sure. Any ideas?
 
May be a bad neutral safety switch, most of these 2 stroke seadoos limit to about 3,000 rpms if they detect the shifter is in the neutral position.

Make sure you put it in forward or reverse. If you're in neutral it will hit the low RPM rev limiter.
