96 speedster will not start

I have a 96 speedster with one engine that will not start. All I hear is one click coming from the electrical box when pushing the start button. Both batteries are charged and one engine starts fine.
Is it the starter? If so is there an easy check to confirm this.

Hey there i'm new to this site, but i will say that definately sounds like the starter to me check the connections to the starter, and at the battery clean them up first, then go ahead and tap on the starter with a small hammer while starting, if it starts after the tap its the starter. but it might not either. if it does not start still, check the voltage at the starter to ensure that it is getting the voltage. if not theres a wiring issue, if there is voltage then replace the starter, i hope this helps.
