96 Speedster cylinder not firing

I can only get 3 out of my 4 cylinders to fire. I am hoping that it is just a valve problem. Any recommendations? Also if I take it to a shop how much is it to rebuild both motors typically?
 
I used a cheaper compression kit, but it was getting 0. Then fired each cylinder up and they all worked 1 at a time besides that one. I would get a puff of air out the exhaust after a couple of seconds.

Do you have any history on the bottom ends?
That one showing zero is probably going to be wrecked < more than just a top end.
 
Well finally opened it up & found that the cylinder wall was grooved on the cylinder not firing. Any idea what that can be from & best way to fix? Thanks!
 
If you remove the cylinder you can inspect the rings on the piston. Most likely one of the piston ring is cracked or broken.
