96 speedster cavitation

I have been having cavitation issues on my 96 speedster. With just myself on the boat it will plan out quickly with little to no cavitation, however if I have several people, gear, or pulling a tuber the boat will struggle to plan out. Both engines will just rev and It will take a lot time to get on plane. However once on plan i have no issues at all.

My first suspect was the wear rings so I replaced those with OEM rings and saw little to no improvement. impellers are fine. I am now thinking it is an issue with the carbon ring seal/accordion boot as that seems to be a common issue from all the seadoo boat owners I have met. After playing with it in the garage it seems like there isn't a lot of pressure on the carbon ring from accordion looking boot. Is there any quick fix for this to insure I am getting enough pressure on the carbon ring?
 
You can put fat zip ties in the valleys on the accordion boot, to increase pressure on the ring. If I understand it right, you can also loosen the boot, move it forward, and put a zip tie on the thru-hull fitting to keep if from sliding back again. If it works, you know your boot is shot and you have an easy project on your hands. My 2 cents: replace the carbon ring and the two o-rings inside the stainless ring while you're changing the boot. Get it all done at once kinda deal.
