96 GTX- water valve- is water always supposed to be running through it??

Hello- I have a 96 GTX which has been broke since I just bought it- when I first took it out it would go, then bog down after 30 seconds. When I looked inside I saw the water valve on top of the water box had fell off, because it had melted threads. So I ordered a new valve- put it on, and tried again- only for it to do the same thing, melt off. So my boyfriend took it apart, found a little bit of seaweed and put it back together. When it sits at idle NO water flows out of the one hose which connects to the valve, it just blows hot air. But when you hit the gas, water flows through the one tube that connects to the valve. So the question is.... is there supposed to be water running through that tube into the valve even when it is idleing? Does the valve keep melting off because there is always supposed to be water running through that? So is there some bigger problem......? Please help!!
 
The fact that the melting is occuring obviously means it is getting too hot. The valve is pretty simple device. If everything is put back together properly, make sure the top of the red adjustment cap is level/flush with the top edges of the black sides that surround it.
 
Hi- Yes I realize the valve is a simple thing- the problem is obviously not the valve since it did it to 2 valves- but we didn't know if the seaweed my bf cleared out was the problem. Before putting on a new valve at the risk of melting a third- I need to know if there is supposed to be water running out of the tubes that CONNECT to the valve- not the valve- at all times (idle). If so the problem is something else- thoughts?
 
make sure the lines are on right. the line going to it, is "T" from the "inlet" hose, which yes, water should be present at valve. The line goes to bottom of valve, then the one from it to pipe, is installed on top of valve. Do you have a spring under the cap?
