96 gtx water leak need advice

I noticed a little bit of a water leak around the muffler , it almost looks like a thermostat, it has a flip over spring on it with a spring under it , not exactly what you call it. any advice what needs fixing ,


also noticed a little surgin on the top in could the leak be causing this?? I did find the plugs needed replacing. just wasnt sure if the water leak had anything to do with it or not

that is a RAVE valve. search threads for RAVE valve and you will find many tips about them.
