the engine revs to 7,000 for a brief second and then starts missing and holds at about 2300 rpm (in and out of the water). I cleaned carbs with no luck. I tried to use either when the engine reduces spee...it has no effect on RPM. I put two spark plugs in with no change. I put 2 spark plug lights on plugs and they both flicker when the engine RPMs are reduced...seems to be an electrical issue...cananyone help?
