96 GSX won't start help please

went to start my 96 gsx for the first time this summer. And nothing. I cleaned all connections paying special attention to the negative terminal on the motor. I opened the black box beside the battery the one with the starting solenoid. It appeared as if the solenoid wasn't closing. I unplugged the the plug that goes into the solenoid (yellow/red and black wires) took out the solenoid and tested it with a 12v battery and the solenoid worked. Next I checked to see if there was control voltage going to the solenoid to energize it, and there was nothing, after pushing the start button and having the lanyard the DESS post. I have the electrical drawings for it and from what I saw after the start button is pushed it sends a closed signal to the MPEM then sends 12v to the solenoid and allows the starter to engage. But there is not power going to the solenoid to energize it. can't figure it out
