96 gsx starting problem

I had bought this last year and the guy said all it needed was a starter and once i put one on it started and ran but as soon as it hit the lake it went down hill. i put it in the water and i let it warm up and i went to give it gas and it wouldnt let me get past like 3000 rpms it was like a stutter box. so i pulled it out and looked for loose wires all were fine and then it all went even worse. now i cant even get a beep or anything. my gray box in the front is getting power. but the liitle black box inside of it with the two fuse holder. is getting power in, but no power out to the starter relay does this mean this is bad? and is this my problem?

the power in and out was a red and yellow wire.

Check your rev limiter, mpem... in the front electrical box and see if they are on the fritz check to see if you have proper resistance and or voltage.
